About ADAPT-FIN
Climate adaptation is becoming increasingly urgent as Europe faces growing economic, environmental, and social impacts from climate change. Yet investment in adaptation remains significantly below what is needed, with private-sector finance accounting for only a small share of current investment.
ADAPT-FIN aims to unlock greater private-sector investment in climate adaptation by strengthening the economic and financial case for resilience measures. The project addresses key barriers to investment, including fragmented evidence on the economic benefits of adaptation, difficulties in translating resilience benefits into financial value, and insufficient incentives for private actors to invest.
ADAPT-FIN will develop an advanced cost–benefit assessment approach that combines macroeconomic modelling with investment-level analysis to quantify the value of adaptation, including avoided climate damages, ecosystem services, and broader resilience benefits. The approach will be tested and validated through nine real-world case studies across six European countries, including nature-based solutions.
Working closely with financial institutions, businesses, investors, adaptation solution providers, public authorities, and other stakeholders, ADAPT-FIN will develop investment roadmaps, practical tools, guidance, and recommendations to support the development of bankable, investment-ready climate adaptation solutions. Through these activities, the project will help close the adaptation finance gap and advance the objectives of the EU Mission on Adaptation to Climate Change.
