How can Europe turn the growing need for climate adaptation into credible investment opportunities? ADAPT-FIN brings together expertise from across Europe to help bridge the gap between resilience and private finance.

Climate adaptation is no longer a distant challenge. Across Europe, communities, businesses and ecosystems are already facing the consequences of heatwaves, droughts, floods and other climate-related hazards. Yet the investment needed to build resilience remains far from sufficient.

One particularly important piece of the puzzle is private finance. Today, the private sector contributes less than 10% of climate adaptation finance. ADAPT-FIN starts from a simple but critical question: what needs to change for climate adaptation to become a compelling investment proposition?

From adaptation to an investment opportunity

Launched on 1 September 2026, ADAPT-FIN – Unlocking Private Sector Finance for Climate Adaptation – is a 42-month Horizon Europe Research and Innovation Action coordinated by the Czech University of Life Sciences Prague.

At the heart of the project is the challenge of making the value of adaptation more visible to those making investment decisions. Many adaptation measures generate benefits that extend far beyond conventional financial returns: they can avoid future climate damage, protect ecosystems, strengthen communities, and create broader resilience benefits. Yet these benefits can be difficult to quantify and translate into the language of investment.

ADAPT-FIN will address this by developing an advanced cost–benefit approach that combines macroeconomic modelling with investment-level financial analysis. It will assess avoided damages, ecosystem services and resilience benefits alongside the financial performance of adaptation solutions.

But evidence alone is not enough – The project will also investigate the financial and non-financial incentives that influence private-sector participation, explore behavioural and cultural barriers to investment, and work directly with businesses, financial institutions, investors and adaptation solution providers.

Putting ideas to the test

ADAPT-FIN is designed around real-world applications.

Across nine case studies in six European countries, the project will test its approaches in diverse urban, rural and coastal settings. Each case will develop a validated Investment Roadmap, helping translate adaptation solutions into credible business models and pathways for private investment.  The ambition extends beyond the individual cases. ADAPT-FIN will bring its evidence, tools and lessons together into practical resources for adaptation solution providers and investors, while building stronger connections between the climate adaptation and finance communities.

Ultimately, the project aims to help change the way adaptation is perceived: not simply as a cost of responding to climate change, but as an investment in resilience.
