ADAPT-FIN to spotlight adaptation finance at Smart City Expo World Congress 2026

Cooling, Greening and Financing Mediterranean Cities for Climate Adaptation, Smart City Expo World Congress, Barcelona, 3 November 2026, 18:05–18:50 CET.

ADAPT-FIN will contribute a climate adaptation financing perspective to the session “Cooling, Greening and Financing Mediterranean Cities for Climate Adaptation” on 3 November 2026 in Barcelona.

Co-organised by the Euro-Mediterranean Economists Association (EMEA) and MedCities within the framework of the Interreg Euro-MED Green Living Areas Mission, the session will take place at the Smart City Expo World Congress 2026, bringing together EU-funded projects working towards more resilient Mediterranean cities.

Mediterranean cities face growing challenges from extreme heat, water scarcity, flash floods and increasing pressure on urban infrastructure and public spaces. Addressing these challenges requires practical adaptation solutions, alongside the governance and financing conditions that enable their wider implementation.

The session will draw on experiences from the Interreg Euro-MED projects HEATSAFE, EnerCMed and URWAN, alongside ADAPT-FIN, a Horizon Europe project under the EU Mission on Adaptation to Climate Change focused on mobilising private finance for climate adaptation. Discussions will explore nature-based solutions and innovative approaches to urban resilience, examining how successful measures can be replicated and scaled up across Mediterranean cities.

Magali Outters, Senior Project Officer at EMEA, will moderate the discussion. Tiago Zibecchi, EMEA Researcher, will participate as a panellist representing ADAPT-FIN and bringing a climate adaptation financing perspective.

Through concrete examples and exchanges between project representatives, the panel will examine what cities need to move from tested solutions to implementation at scale. Topics will include the conditions for replication, the role of local authorities and financing approaches that can accelerate climate-resilient urban transformation.

For ADAPT-FIN, the session offers an opportunity to connect its work on mobilising private finance with the practical needs of cities, helping advance the conversation on turning climate adaptation solutions into investible action.
